New textile industry in a new era to promote high-quality development
Sun Ruizhe said that the starting point for realizing high-quality development in the industry is to achieve a transformation from being big to be powerful. The key point is to achieve the conversion of old and new kinetic energy. The ultimate goal is to meet the people’s growing needs for a better life. High-quality development is the fundamental requirement for determining development ideas, formulating economic policies and implementing macro-control at the national level at present and in the coming period. CNTAC also identified high-quality development as the theme for this year’s industrial work. Carrying out such discussions in the first year of implementing the spirit of the 19th CPC National Congress is very instructive for the work of the industry. In this regard, to promote high-quality development of the industry is a realistic choice to adapt to the current situation and industrial reality; to promote high-quality development of the industry is strategic need to meet the requirements of the times; to promote high-quality development of the industry is the urgent requirement to respond to the change of major contradictions and the breakthrough of the development bottleneck; to promote the high-quality development of the industry is the key to implement the new position of the industry and open a new era of value.
He pointed out that the manifestation of “imbalanced & inadequate development” in China’s textile industry is a bottleneck that the current development of the industry needs to be overcome and determines the direction for the development of the industry with high quality. Among them, imbalanced supply and demand structure is the bottleneck in terms of quality; regional imbalance is the structural bottleneck; imbalances of industrial benefits are the bottlenecks in terms of value; inadequate innovation and application are the bottlenecks of technology; inadequate combination of production and financing refers to capital; insufficient environmental construction refers to ecological bottleneck ... To achieve high-quality development of the industry needs to break through these bottlenecks. To this end, the entire industry should deepen the quality reform in the future, and make great efforts in “breaking” and “establishing”. To deepen the efficiency reform, we must make efforts in “efficiency” and “speed”. To deepen the reform of driving force requires balance between “steady” and “advance”.
2018 is the key year for deciding to build a well-off society in an all-round way and carrying out the “13th Five-Year Program” in a new paragraph. How to comprehensively implement the spirit of the 19th CPC National Congress, take the economic ideology of socialism with Chinese characteristics in the new era as a guide, and work in accordance with the requirements of high-quality development? He pointed out that in the future we should make a big integration and take resources as an ecological source. It is required to actively constructing a network ecology with intelligent manufacturing as the core, actively building a regional ecology based on industrial clusters and actively constructing a fashion ecology based on cultural self-confidence.
Yang Jichao expressed in his speech that in terms of industry operation in 2017, there are two positive performances: first, the export situation is better than expected and the annual growth rate is estimated to be nearly 2%. Two years of negative growth turned positive; Second, operational efficiency improved significantly. From January to November, the above-designated enterprises achieved 344.4 billion yuan in profits with an increase of 7.4% year on year, 2.6 percentage points higher than the previous year, presenting a faster growth than production and investment. The industrial development throughout the year shows that production capacity, output and benefits continue to concentrate on the dominant enterprises and the adjustment of the regional structure to the industries in the central and western regions is to be continued. The automation and intellectualized equipment are used in large quantities to promote the scientific and technological progress of the enterprises. These three trends reflect the basic trend of the industry’s high-quality development.
“To my mind, the theme of the forum - ‘promoting the high-quality development of the textile industry’ - is very much in line with the spirit of the 19th CPC National Congress and the recently held Central Economic Work Conference. The contents of the conference will be conducive to our multi-faceted study and understanding of the theories and policies on high-quality development as well as the analysis of the macroeconomic situation developed by the Central Government. Therefore, we can grasp the direction of reform and development at the national level in order to clarify the path from industries and enterprises to effectively promote high-quality development.”
Thorough analysis of macro trends and industrial development
Ma Xiaohe made an introduction to the economic trends and macro-policy changes after the 19th National Congress. He pointed out that in 2017, we enjoyed a steady and positive economic performance, better than expected. The economic vitality, momentum and potential are continuously released. The stability, coordination and sustainability have been significantly enhanced and a steady and healthy development has been achieved. After the 19th CPC National Congress, the economic operation is beginning a new cycle. Taking all factors into consideration, the future economic operation will continue a steady trend. The general trend is to accumulate conditions for the new cycle. In the operation of the national economy, there are not only conditions for the promotion of economy from high speed to high quality, but also also bottleneck constraints.
In 2018, with the promotion of social confidence after the 19th CPC National Congress, the concept of development is more scientific; the stimulating effect of domestic demand is on the rise and consumption is undergoing transformation and upgrading; the rapid growth of new kinetic energy prompts the economy to develop steadily and steadily; the manufacturing industry is accelerating Innovation and transformation while emerging service industries are seeing a rapid rise; the continuous release of the reform dividend and the steady advancement of the supply-side structural reforms are positive factors; the economy is expected to achieve high-quality growth but it is also facing an improvement in the external environment while the international situation is becoming more complex; economic growth is facing structural contradictions of domestic demand; there are still bottlenecks in the development of real economy; and financial risks are the most serious threat to steady growth.
In this regard, the focus of economic work in 2018 should be: deepening the supply-side structural reforms; stimulating the vitality of various market players; implementing the strategy of rural rejuvenation; implementing the strategy of regional coordinated development; promoting the formation of a new pattern of full liberalization; and improving protection and improvement of people’s livelihood; accelerating the establishment of housing systems with a multi-agent supply, multi-channel protection, and simultaneous rent and purchase, as well as the building of ecological civilization. In particular, we must pay attention to the cultivation of the momentum for economic development as well as the key points and highlights in the reforms.
According to Mao Shengyong, China’s economy was better than expected, showing an overall trend toward high-quality development. Mao Shengyong said: “2017 is an extraordinary year with the world economy recovering more clearly and the domestic supply structure reform deepened with many new highlights. From the newly released macroeconomic indicators, it is generally good.” Mao Shengyong analyzed that, economic growth picked up in 2017 with GDP growth of 6.9%, 0.2 percentage points higher than last year, far beyond market expectations. From a production point of view, many industries are better than the previous year; employment is relatively adequate; consumer prices are stable; the consumption structure is upgrading; the balance of payments is improving.
Mao Shengyong concluded: The overall economic development in 2017 reflects the tendency of continuous quality improvement, in line with the goal to focus on high-quality development put forward by the Central Economic Work Conference. And he predicts that high-quality changes should be demonstrated on the basis of a steady economic performance in 2018 and even the coming years.
Wang Yuanhong made an analysis and introduction from four aspects: economic development into a new era, why turned to high-quality development, how to understand the development of a high-quality economy, and 2018 macro-control priorities. He pointed out: The 19th CPC National Congress and the Central Economic Work Conference have made the important conclusion that “The socialism with Chinese characteristics has entered a new era and China’s economy has also entered a new era.” It points out the basic characteristics of China’s economic development in the new era - The transition from a growth stage to a high-quality stage to promote economic development to a high-quality development is a necessary requirement for the new development of our country. It is also the basic direction of economic work for the present and in the coming period. The shift to high-quality development is an inevitable requirement of maintaining a sustained and healthy economic development. It is also an inevitable requirement of adapting to the major contradictions and changes in our society and building a well-off society in an all-round way and building a socialist country in an all-round way. It is also an inevitable requirement of following the law of economic development.
Wang Yuanhong said: “High-quality development requires building a modern economic system, insisting on quality first, giving priority to efficiency, and promoting quality reform, efficiency reform and motivation reform, and accelerating the building of an industry co-innovate system including real economy, science and technology innovation, modern finance and human resources, and building an economic system with an effective market mechanism, a dynamic micro-entity, and an appropriate macro-control.”
Wang Qin gave a keynote speech focusing on the principle of enterprises for high-quality development - the unity of people and order. He said that the report of the 19th CPC national Congress pointed out that “China’s economy has shifted from a period of rapid growth to a phase of high-quality development. It is now at the crucial period of transforming development mode, optimizing economic structure and transforming growth momentum. Building a modernized economic system is an urgent requirement to cross the barrier and a strategic goal of national development. We must uphold quality first, give priority to efficiency, take the supply-side structural reform as the main line, and promote quality change, efficiency change, motivation change and overall factor productivity in economic development, ...” In the face of the new situation, the traditional model of “huge investment - mass production - mass advertising - large-scale distribution” must be changed to the modern model of “user experience first - innovative input - customized production - rapid iteration - life-long user”.
He pointed out that competition between enterprises in the future is a competition for user choice. To this end, it is necessary to go beyond the framework of “managers” and “supervisors” and return to common sense and focus on “people” and “order”. Among them, the “order”, in a narrow sense, means the user orders, and in a broader sense, it means the value of user experience; “people”: employees (open rather than closed; not passive executives but start-ups ) “Unity”: the unity of employee value realization and created user value. Only in this way can we reshape the business world outlook, reshape the strategy, reshape the organization and reshape the process.
Experience sharing
Peng Wei shared the experiences on the path of high-quality development of Shuyang Intelligent Knitting Industrial Park, stating that in four years, Shuyang textile industry have witnessed a journey that the enterprises from less to more, industry from weak to strong, brands grow out of nothing, development from conscious to confident, creating a development road with Shuyang characteristics. In 2017, there were 350 textile enterprises among the county, including 188 above-designated ones, and the textile industry achieved industrial invoice sales amounted to 8.405 billion yuan. Relying on the wrapped yarn, home textiles and intelligent knitting, a more complete industrial chain covering “mechanical equipment - spinning - texturing - weaving - dyeing and printing - clothing” has been initially formed, achieving a good start to accelerate the transformation from “follow the development” to “lead the development”. Shuyang Economic Development Zone have been successively awarded “China Wrapped Yarn Industrial Base”, “National Textile Industry Transfer Demonstration Park”, “China Intelligent Knitting Industry Innovation Award” and other honorary titles.
In order to lead the high-quality development of the textile industry, Shuyang will start the construction of the first smart knitting industrial park in China with an area of 1,030 mu and strive to build it into a 10-billion-level knitwear production base in 5 to 10 years, aiming to form such an industrial structure as “Zhuji in the south, Shuyang in the middle, Liaoyuan in the north” . At present, the Industrial Park has seen 245,000 square meters of standardized workshops and gathered a number of innovative and intelligent projects. It has also established production, teaching and research cooperation bases, intelligent manufacturing research institutes and graduate workstations with Donghua University and Wuhan Textile University.
Wu Li from Beijing Fashion Holdings Co., Ltd. said in his speech that the new era has set new demands for development. In order to find a high-quality development path, on June 6th, 2016, with the consent of the Beijing Municipal Government, Beijing Textile Holding Company changed its name to Beijing Fashion Holdings Co., Ltd., taking the strongest first step in exploring new ways for the enterprises. In the following successful host of Beijing Fashion Week for two consecutive years, more than a dozen brands made their debut shows, such as Topnew, SNOW LOTUS, and PURE TOUCH, exerting sound domestic and international influence.
According to Wu Li, in the following, Beijing Fashion Holdings will promote the integration of fashion industry and cultural science and technology, to build a National Cultural Center for highlighting the charm of Chinese culture and a Science & Technology Innovation Center of global influence as a leader in organizational planning, resource co-ordination, professional operation.
He pointed out that for the textile industry, we should take the idea innovation as the guide, science and technology innovation as the support, industrial innovation as the key, mechanism innovation as a guarantee, to implement key breakthroughs based on reality and development, and to consolidate the foundation of the fashion industry to improve the quality of development.
The second part of the forum is Award Ceremony, presenting “Shuyang Cup” • The 6th China Textile News Award and the Qualified Enterprises for the Review of the Quality Awards of the National Textile Industry. Yang Dongxu read out the ACFTU’s (All-China Federation of Trade Unions) decision on awarding the National Labor Day Prize for 2017 and the National Workers’ Pioneer. The forum also awarded the “2017 China’s Pioneer Textile Industry Award-Winning Enterprises”.
