On April 22, the Ministry of Commerce issued the “Guiding Opinions on Coordinating and Promoting the Consumption Promotion of the Business System” (hereinafter referred to as “Opinions”), including 11 aspects, 30 items, such as strengthening the planning and deployment, promoting the speed and expansion of the resumption of work, and promoting the urban consumption upgrading, complementing the weaknesses of rural consumption shortcomings, promoting the domestic sales of foreign trade export products, and exerting the promotion effect of policy funds.
 
Regarding the promotion of the development of the cocoon and silk industry, the “Opinions” put forward that one is to accurately promote the resumption of work, closely combine the resumption of work with the expansion of domestic demand, and promote consumption, and take multiple measures to create conditions conducive to the resumption of work and commerce. The second is to fill in the weaknesses of rural consumption shortcomings, do a good job in e-commerce and industrial poverty alleviation, and promote the construction of large-scale and intensive sericulture bases. The third is to promote the domestic sales of foreign trade export products, increase domestic sales support, reduce the cost of domestic sales of foreign trade enterprises, expand online and offline sales channels, and promote the scale and branding of domestic sales of export products. The fourth is to strengthen the basic support for consumption promotion, strengthen monitoring and early warning judgments, add core monitoring sample enterprises, closely track the dynamics and abnormal fluctuations in the consumer market, and scientifically research and judge trends. The Fifth is to give play to the promotion effect of policy funds, strengthen the leading role of policies and the effectiveness of fiscal funds, make good use of service industry development funds, local supporting funds and drive social capital to support domestic consumption.
