Recently, the Sub-Council of Cotton Farmers of China Cotton Association conducted the second survey of cotton planting intention in 2019 among 2679 designated farmers in 12 provinces and Xinjiang Autonomous Region. The results showed that the area of cotton planting intention in China was 47.2719 million mu, down 3.58% year on year, and the decline was 0.91 percentage points larger than the previous period. Among them, the cotton planting intention in Xinjiang decreased by 2.99% year on year, and the decline rate increased by 0.85 percentage points compared with the previous period; the Yellow River Basin decreased by 4.76% year on year, and the decline rate decreased by 0.06 percentage points compared with the previous period; the Yangtze River Basin decreased by 5.76% year on year, and the decline rate increased by 2.20 percentage points compared with the previous period.

The reasons for the decline of cotton planting intention in Xinjiang are as follows: the amount of subsidies in 2018 has not been announced in the autonomous region, and the benefits of cotton farmers can not be confirmed; after the reform of the Corps farms, cotton farmers need to transfer land, and the planting cost will increase; 2019 is the last year of implementing the target price of cotton in Xinjiang, and the confidence of cotton planting is insufficient.
