Ten years ago, on December 24, 2002, cities and towns with the titles of Industry Base City and Special City of China textile industry were awarded by the CNTAC as the first batch in the Great Hall of the People in Beijing, and 38 countries and districts signed the agreement on the industry cluster pilot building during the 12th-Five Year, which means strategic significance in exploring a new type of textile industry cluster creatively organized by the CNTAC.

In the year of 2007 and 2010, the CNTAC released the “China Textile Industry Cluster Development Report”, which systematically introduces the general economic development situation of China textile industry cluster, the background and driving force of the cluster formation, and the status, roles, advantages, as well as the problems in the industry cluster development, also many guiding opinions about how to embark on a new road to industrialization for the cluster economy.

The CNTAC started to regard the textile cluster work as a strategic task in the development of the textile economy in 2012. During the decade, the number of pilot areas was expanded from 38 to 191, and the economic output accounted for more than 40% of the total textile economy. With the joint efforts, the clusters’ economic development, industrial upgrading, increasing enterprises and taxes have made great contributions in building the Textile Powerful Country.

In the morning of December 21, 2012, the national textile industry clusters, local associations and representatives of all levels of government gathered together to celebrate the 10th anniversary of textile industry cluster pilot work conference organized by the CNTAC in the Great Hall of the People, Beijing.

This year is the tenth anniversary of textile industry pilot work. In the ten years, the government leaders, entrepreneurs, and workers of the textile industry cluster have created much fresh cluster economic development experience which is worthy of promotion. In the future, the cluster work should also summarize the achievements and find out the deficiencies. Under the new economic situation, the way of cluster transformation and upgrading and the realization of scientific development should be thought and discussed especially. Therefore, this meeting on the one hand, summarized the ten years’ development of the industry cluster economy since the pilot work; on the other hand, the upgrading and transformation experience of model industry clusters had been exchanged to clear about the future development ideas. At the same time, the first national textile industry cluster model and the third batch of the outstanding contribution workers of the national textile industry cluster development had been awarded. Also, the opening ceremony of the 12th batch of industry cluster pilot area was held during the same period.

In addition to the factors of domestic and international macroeconomic, the fundamental role of the market and etc, the textile industry cluster can not develop without the local government support, the local association service and development, the struggle and effort of entrepreneurs, and the timely and correct guidance and service of the national textile industry organizations.

Since all areas have taken effective measures to ensure the stable developmet of the industry clusters, the transformation and upgrading of the clusters have seen obvious progress both in the quality and benefits. During the ten years, the high-tech equipment and technique level, the enery-saving emission reduction and the envrionmental protection level, product quality and risk resistance capacity have improved obviously. And the effective works of public platform construction, market development, cluster brand construction and cooperation bewteen cluster enterprises have made great progress in the market self-discipline and social responsibility. However, in the face of the domestic and international new situation, the road of the textile indusrtry cluster is very long and the development space is also very big.

The Eighteenth National Congress of the CPC summoned that in the year of 2020, the comprehensive well-off society must be realized, and the urban and rural residents per capita income and the GDP should doubled by the year of 2010. As the traditional pillar industry of the national economy and the important people’s livelihood industry, the textile industry has great responsibility with its obvious international competitive advantage. The textile cluster areas, as an important foundation of the textile industry, also bear the responsibility.

Currently, the China textile industry is going to achieve the grand goal of being big and strong with the rare opportunity, while many foreseeable and unforeseeable risks exist at the same time. From the international side, the uncertainty of the world economic growth is increasing and the weak demand will be normal. China’s textile industry is facing with double pressures from the high-end field control of developed countries and low cost competition of developing countries. And from the domestic side, the limits of rising costs, resources, environment and other factors have become important challenges.

Industry cluster is an important way to intensify organizations of China’s textile industry, which needs to enhance the opportunity awareness and risk awareness. Under the new situation, according to the eighteenth national congress spirit, the cluster work should be further improved with innovative pilot content. All cluster districts and governments, enterprises and all levels of associations should get together to make full use of this platform, in order to do a better job in the industry cluster economic work, making contributions to the construction of Textile Powerful Country.

Ten years of pioneering achievements is very delighted, and a new decade is looking forward a better future. It is hoped that, the industry clusters will make new brilliance of China textile industry by joint efforts.
