Development of new types of textile fiber and material
The textile and apparel industry in China should speed up the development and industrialization of differentiated fiber, high-tech fiber and biomass fiber technology. Furthermore, the Chinese textile and apparel industry should apply advanced technology to improve the traditional processing techniques, textile machineries and equipments, as well as the automatic-control manufacture, and optimize the man-made fiber products.
Make great effort to develop PET filament and staple fiber cotton-like technology, and the high simulation cotton-like fiber would occupy a proportion of 15% of the total PET output. Besides, the industry should actively promote the fiber spinning liquid coloring technology, and the proportion taken by colored fibers is expected to reach 5-10% of the total.
Through the technologies, such as the modification of molecular structure, polyblending, profile, ultra-fine, composite, and so on, the industry should pay more attention to the R&D of differential polyester, nylon, acrylic, polypropylene, polyurethane and cellulose fibers products, as well as the cotton-like PET and fur-like fiber products. By reforming and upgrading traditional MMF techniques, equipments and automatically-control manufacture process, large-scaled complete sets of MMF equipments should emphasize more on diversification and high-efficiency. Besides, the industry should promote the fiber spinning liquid coloring technology, enhance the joint development of the MMF industry with downstream application, and focus on the R&D of multifunctional composite fiber.
The industry should encourage the development of the carbon fiber (PAN-based), aramid fibers, polyphenylene sulfide fiber, basalt fiber, ultra-high molecular weight polyethylene fibers, polyimide fibers, promote the industrialization and application of high-performance fiber and composite materials. Furthermore, the industry should develop the biomass fiber, realize the industrialization of the new types of solvent-spun of cellulose fiber, polylactide fibers, biochemical PTT fiber as well as the biological polyhydric alcohol, and enhance the fiber product R&D.
Till the end of 12th Five-Year-Program, MMF would take a proportion of 76% of the total fiber processing amount, and the differential rate of the MMF would increase from 46% in 2010 to 60%.
Development of high-end textile equipment manufacturing
To speed up various high-end textile equipment’s R&D, manufacturing, and industrialization on the basis of textile industry’s structural adjustment and upgrading, including complete sets of technical equipment for new high-tech fiber, complete sets of technical equipment for functional fiber in differentiation, whole-process intelligent textile automatic production lines, high performance spinning and weaving equipment, preforming intelligent weaving equipment for technical textiles, new complete sets of equipment for non-woven fabrics, green and low-carbon textile machinery products, and special basic parts for high-end textile technical equipment. To improve productivity effect and auto-control level of traditional textile machinery and enhance product reliability. To strengthen the technological transformation of enterprises of textile machinery, and till 2015, more than 30% major textile machinery products will have reached the international advanced technical level for the same period, more than 50% of which are spinning machinery and chemical fiber machinery.

Differential, high-tech fiber equipment: Complete set of production line for ten-thousand-ton polyphenylene sulfide (PPS) blended various length staple fibers, complete set of aramid fiber 1313 and 1414, complete set of production line for carbon fiber, complete set of production line for PBO fiber spinning, polyimide fiber spinning equipment; nylon polymerization equipment and technology for daily output of 150 tons and more; industrialized manufacturing equipment for ten-thousand-ton new solvent-spun cellulose fiber, and industrialized equipment for polylactic acid fiber; complete set of equipment for simulated chemical fiber such as cotton-like or wool-like and functional differential fiber.
High performance spinning and weaving equipment: It focuses on development of the following: automatic continuous cotton spinning equipment, automatic rotor spinning machine, air jet vortex spinning machine, cotton and wool spreading equipment, new ramie equipment, new energy-saving automatic silk reeling equipment; original and intelligent high-speed rapier loom, high-speed warp knitting machine, carpet loom, loom towel, and double loom; realization of high-speed air jet loom industrialization; computer- adjusting-line circular weft knitting machine, high performance computer flat knitting machine, multiaxial warp knitting machine, and super-wide special loom.
New complete sets of equipment: It focuses on the development of the following production lines: new spun-bonded nonwovens production line, PPS melt-blown apparatus, complete sets of manufacturing equipment for spun-laced nonwovens, complete sets of finishing equipment for nonwoven fabrics, superfine fiber synthetic leather base cloth finishing post-treatment combination machine, and multi-functional airlaid combined machine.
New dyeing and finishing equipment: It focuses on the development of on-line test and control system, automatic bobbin dyeing production logistics system, ultrasonic washing machine, and new dyeing and finishing equipment for wool fabric.
Key parts and auxiliary equipment of textile machinery: It focuses on the development of spinneret plate specially used for high performance fiber, high-speed winding head, high-frequency heating drafting roller, high-precision spinning metering pump, high-speed spindle, high performance steel collar, nozzle, and knitting needles.
New energy-saving and emission-reduction technology and equipment: It focuses on the development of spinning system energy-saving motor, energy-saving air-conditioning, air jet loom solar term technology, chemical agent concentration online detection and distribution system, and molding machine energy real-time monitoring system.
Advanced manufacturing technology for textile machinery: It focuses on promotion of new energy-saving environmental protection casting, heat treatment, surface treatment technology and equipment, and multifunctional composite processing and manufacturing technology and equipment of high precision and flexibility.
Development of high performance industrial textiles
To develop the original core technology, focusing on the application of such fields as new energy, health, environmental protection, construction and transportation, and aerospace, and concentrating on driving the development and industrialization of such key common technologies as nonwoven, warp and stereo weaving, finishing, and composite processing. Based on the downstream market demand, it is to enhance professional guidance of industrial textiles applications in engineering field and to expand the promotion and application of high-end products in the major areas. The technical textile fiber processing capacity in 2015 is to reach 12.9 million tons, accounting for 25% of the entire industry’s fiber processing.
Column: Developing focus of high-performance technical textiles
Developing and improving the technologies of non-woven molding, weaving molding, composite processing, and functional finishing, and increasing the application proportions of high-end technical textiles, to meet the needs of the focus areas of the national economy.
Geotextiles and construction textiles: To develop geotextiles of high strength, specified elongation, ecological compatibility and intelligence. To promote the applications of the reinforcement and crack prevention materials as well as flame retardant, heat insulation, and sound insulation materials in the construction field.
Filtration and separation textiles: To promote the demonstration of high-performance filter material, improve the high-temperature resistant and corrosion-resistant bag dust filter performance and service life, and expand the applications in the field of electric power and steel; to promote the application of hollow fiber membrane material in water treatment, reduce costs, and improve life expectancy.
High-end medical protective textiles: To solve processing technologies of efficient thin barrier material, efficient moisture absorbent material, and medical antibacterial dressing, focusing on the development of surgical gowns, medical protective masks, antimicrobial dressings, and biologically active dressings. Improving medical protective barrier and comfort properties to expand applications in the focus zone of protection in the hospital.
Transport textiles: To improve the functional level of interior materials in lightweight, flame retardant, environmental protection, strong adsorption, and deodorization, and study the compete industrial technologies of air bag from fibers, fabrics, to products processing, achieving large-scale production.
Security textiles: Focusing on the development of life-saving and rescue, fire protection, anti-stab and bullet-proof, and anti-biochemical rope and clothing products with high-performance aramid, polyamide fiber, high-strength polyethylene fibers.
Composite framework material: To develop three-dimensional weaving techniques of new fibers and improve the strength and formability of framework material.
Sub-industries of traditional textile industry
To improve the level of utilization of cotton, wool, linen, silk and natural fiber resources, strengthen new efficient and energy-saving spinning and weaving technology R&D and the promotion of industrialization, realizing diversification and superior quality of textile products. Compact cotton spinning is to be up to 20 million spindles; cotton spinning shuttleless looms will account for 65%; popularization and application proportion of new wool spinning technologies such as composite spinning, siro spinning, and embedded spinning will be more than 60%; the ratio of the fabric automatic monitoring and analysis techniques application is to reach 10%.
To speed up the popularization and application of such technologies as new dyeing, printing, multi-function finishing, automatic control and on-line monitoring in printing and dyeing industry, to enrich the variety of textile fabrics and improve the stability of the fabric quality as well as the added value. To improve the development and applications of clothing enterprises’ information integrated manufacturing systems and mass customization technology, to promote clothing and hometextile enterprises’ automation, digital, and information-based production technology, while the computer-aided design (CAD) popularizing rate will reache50%, and computer-aided manufacturing (CAM) reache25%.
Column: Development priorities of traditional textile sub-industries
Cotton manufacturing: To strengthen the R&D technologies of embedded spinning, multi-component fibers composite blends, and new-structure yarn processing, and promote fine raw materials management and computers automatic cotton assorting, to improve the quality control of the spinning process, automatic fabric inspection and analysis techniques, focusing on promoting such new spinning as compact spinning, low-torque ring spinning, jet, and vortex spinning, and the techniques such as automatic doffing, shuttleless loom weaving, and sizing processing without PVA, and pre-wet sizing.
Wool manufacturing: To focus on the promotion of composite spinning, siro spinning, embedded spinning and other new types of technologies. The application of semi-worsted yarn processing technology is to reach 1.2 million spindles, promoting of wool cashmere low temperature dyeing technology, and new low liquor ratio (1: 10 and lower) dyeing technology.
Linen manufacturing: To breakthrough embedded spinning, ramie stretch-breaking spinning and the corresponding supporting equipment development technology, focusing on the promotion of ramie biological degumming technology as well as the promotion of blended, interwoven and high-end knitting technology between bast fiber and various fibers.
Silk manufacturing: Promoting key technical equipment such as efficient intelligent automatic reeling machine, silk spinning new process and its complete equipment, and shuttleless looms, to accelerate the development and application of silk printing and dyeing and finishing technology to expand the scope of the use of silk digital printing technology and promote extra width, high sley, and jacquard decorative silk products processing technic.
Knitting: To develop new technologies of new forming woven, ultra-thin & ultra-fine fabric knitting and processing and to promote the development of new types of differentiated and functional chemical fiber knitted products.
Dyeing and finishing: To breakthrough bio-enzyme scouring, low-temperature bleaching technology of cotton fabrics, cold pad-batch pretreatment technology of knitted fabrics, dyeing and finishing and special functional finishing technology of new fibers, multi-component fiber fabrics, and highly simulated fabrics; to promote the development and application of environment-friendly dyes and auxiliaries to speed up the substitution and elimination of additives with permanent organic pollution characteristics, such as PF-OA; to promote less-water and waterless printing and dyeing processing technologies such as bio-enzyme desizing, continuous pad coating, airflow dyeing, and digital printing; to promote automatic distribution system of dye additives, automatic mixing system and online monitoring technology in whole.
Clothing: Improve the popularization rate of computer-aided design (CAD), computer-aided manufacturing (CAM), computer-controlled automatic rigging system (FMS), intelligent storage and distribution systems, radio frequency identification (RFID) technology, and promote mass customization technology to improve garment enterprises’ automation, digitalization, informatization, and rapid response capacity.
Hometextile: Developing the processing and application technologies of hometextile raw materials, such as the application of various high simulated, functional and biomass fiber materials in hometextile industry, to expand the application of information technology in the industry. To promote the low twist scarf quilt products as well as multicolor energy-saving technology.

Further improve the industry policy system

The following business listing and financing should be given priority: new textile fiber materials, high-end textile equipment, technical textiles, branded apparel and hometextiles, actively supporting business innovation capability and brand management capabilities. To support qualified enterprises to broaden the financing channels and improve the financing capacity through issuing corporate bonds, SMEs collective bonds, short-term investment and financing bills, etc. To encourage guarantee agencies to provide credit guarantees and financing services for small and medium-sized textile enterprises.
Improve the trade environment

To strengthen the formulation and revision of textile industry standards, basically solving the lack of standards and lag issues and improving the overall level of the standard. To promote the coordination of standards between the upstream and downstream industry chains for the convergence between technical textiles and the relevant standards and the norms of use in the downstream application areas such as medical textiles, construction, transportation, water conservancy, and agriculture.
