On May 20, the State Council Information Office held a press conference. The relevant person in charge of the Ministry of Industry and Information Technology introduced the overall situation of promoting the prevention and control of pandemic situation and industrial transformation and upgrading, and promoting the stable development of the manufacturing communications industry.
From January to April, the added value of industries above designated size fell by 4.9% year-on-year. However, this data turned to increase by 3.9% in April, realizing a positive signal from negative to positive.

Miao Wei, Minister of the Ministry of Industry and Information Technology, pointed out that since March, with the continuous improvement of the domestic pandemic prevention and control effect, the resumption of production has accelerated, and the order of industrial production has also been accelerated.

Specifically, there are three main characteristics in the current industrial field resumption:
First, the speed-up and expansion of resumption of production showed positive changes in the main indicators. The industrial chain coordinated the resumption of work and production. The return to work rate and personnel return to work rate are close to 100%, basically returning to normal level. With the rapid release of production capacity after the resumption of work, market demand has gradually picked up.

Second, most industries have resumed growth, and the production and supply of raw materials and necessities are generally stable.

Third, high-tech manufacturing is growing against the trend, and new formats and new models are accelerating their growth. From January to April, the added value of high-tech manufacturing increased by 0.5% year-on-year, of which the growth rate rebounded to 8.9% and 10.5% in March and April, respectively, which was faster than the growth rate of the industries above designated size. The new business models such as remote office, online education, and contactless distribution, which were spurred by the pandemic, have flourished.
